The National UNV position is located in the Angola Country Office and reports to the Assistant Representative. The key purpose of the UNV position is to provide support for programme activities, research, and networking (especially as they relate to Program and Operations)
The National UNV forms part of the programme team, coordinated by the Country Representative and Assistant Representative, which drives the achievement of the Country Programme Action Plan in line with the UNFPA’s mandate and strategy
The UNV works in close collaboration with the Assistant Representative and Programme Specialists to ensure effective and efficient programme and operational support to the programme team. The UNV also works in close collaboration with the International Operations Manager (IOM) and his/her team to ensure timely support to the CO on the programme and operational matters

Duties

Under the direct supervision of the UNFPA Operations Manager and/or Assistant Representative, the national
UN Volunteer will undertake the following tasks:
Contributes to the preparation, implementation, and monitoring of the country programme by:
Participating in the identification and formulation of the CO programme and project proposals by compiling and analyzing information in the subject areas of UNFPA assistance, compiling project documents and work plans and preparing tables and statistical data
In coordination with the programme team, guiding the routine implementation of assigned projects, coordinating the delivery of project inputs, and ensuring the participation of relevant stakeholders
Maintaining and updating project files, including project progress reports, work plans and budgets in compliance with guidelines for the country programme
Supporting in monitoring and reporting on core and noncore expenditures in respect of the programme team
Contributes to the oversight functions of the CO by:
Assisting in financial and substantive monitoring and evaluation of the projects, identifying operational and financial problems, and contributing to the development of solutions
Assisting in conducting assessments of project performance to identify success factors and compile a list of best practices
Contributing to HACT assurance activities
Supporting in following up on audit recommendations
Provides research and knowledge sharing support in the area of SRH by:
Synthesizing and documenting findings and lessons learned success stories and best practices, strategies, and approaches of the CO, and drafting relevant materials for dissemination
Consolidating and maintaining the inventory of pipeline projects for submission to donors for co-financing
Provides programme financial and operational support through:
Undertaking procurement activities for the CO as assigned by the supervisor, ensuring compliance with UNFPA procurement procedures
Generating financial and programmatic Atlas and Cognos reports for the country programme as required
Assisting in the process and maintaining the records of hiring the individual consultants used to support the programme
Perform requisitioner/buyer roles in Atlas for projects, register of goods receipt in Atlas
Ensuring that payment requests are channeled to the Finance Associate
Contributing to the maintenance of the vendor portal
Preparing and circulating COA authorization letters for programme related activities
Furthermore, UN Volunteers are required to:
Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNVand external publications and take an active part in UNV activities (for instance in events that mark IVD)
Be acquainted with and build on traditional and/or local forms of volunteerism in the host country
Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities
Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
Assist with the UNV Buddy Programme for newly-arrived UN Volunteers
Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible

Minimum of one/two years relevant experience in programme planning, monitoring and data support systems in the national and international organizations, in the private or public sector
Good understanding of results-based management of sexual and Reproductive Health (SRH) programming
Previous experience in the UN is an asset
Proficiency in current office software applications with good basic knowledge of finances and mastery of a series of financial and spreadsheet software
Ability to write well is essential
